早期的中国就至运输政策基本上是一种政治需要，是一种打破封锁的政治宣示，基本上没有考虑国家经济社会发展的需求，而且当时的经济社会发展水平也添不语要就学运输的强有力支持。因此，与意识形态相同的国家和意识形态不同的回家订立的双边航空运输协定存在较大不同，前者缺失一些主要茶款，后者则按照最为严格的双边航空运输协定模式。
国门逐渐打开过程中，国际航空运输政策除了服务国家的政治外交需要外，开始服务于国家对外经济交往的需要，并且日渐以经济社会发展为中心。
“对等”这个传统双边航空运输协定的基石，在中国国际航空运输政策中体现为“平等互利”。自由化安排主要通过修订方式实现。中国订立的原始双边航空运输协定，即使在2000年后，自由化安排也主要体现在多家航空公司指定方面，涉及运力、运价等方面的自由化安排协定数量也仅占同期协定总数的1/3。而同期对航权、航点、运力、运价以及航空公司指定标准进行修订的备忘录等文件数量占同期整个修订文件总数的近90%。从严格保护到逐渐宽松。从内容上看，放松规制的内容从开始的多家指定数量，逐步扩展到包括第5航权、自由定价、主营业地、自由决定运力等内容。从1949年以后中国国际航空运输政策制定、实施看，主要存在如下几个问题：第一，缺乏一个透明、长远的政策目标。时至今日，中国仍没有定期发布的国际航空运输政策，更没有一个类似美国运输部1995年的国际航空运输政策声明，因而，外界特别是航空公司对中国国际航空运输政策没有一个稳定的预期，也就很难根据这个政策目标来制定自己相应的较为长远的发展战略。第二，相关利益方的利益平衡不够。
国际航空运输政策不仅要考虑国家的外交、政治需要，更要考虑经济社会发展的需要，不仅要考虑行业利益，更要考虑公共利益。然而，中国双边航空运输协定的谈判过程中，除了行业的参与外，上下游产业以及消费者参与较少，缺乏表达自己利益诉求的渠道。第三，缺乏对政策效果的评估和审议。国际航空运输政策以及双边协定的效果如何，需要定期进行评估和审议，评估和审议也需要相关利益方的参与，从而对如何改进达成一致。第四，过分强调“平等互利”，最终也会导致束缚自己的发展机会。过去由于国内航空运输市场还处于高速发展阶段，航空公司不愿意面对外国航空公司的强有力竞争，因而开拓国际航空运输市场的动力不足，同时在中国国际航空运输市场发展初期，外国航空公司基于这个市场的规模投入也有限，但当这个市场发展到一定程度后，外国航空公司看好市场前景，开始纷纷抢占这个市场，后果是中国航空公司的市场份额急剧下滑。在这种形势下，行业和政府部门在一定程度上认为放松对FBA海运，特别是其中运力以及第5航权的限制，会进一步削弱中方航空公司的市场份额。
然而，最近几年，中国航空公司在高铁竞争、国内市场逐渐饱和的情况下，纷纷大举开拓国际市场，缩小了与发达国家航空公司市场份额的差距，在主要市场，比如中美国际航空运输市场上，2015年中方航空公司自200年后首次超过了美方航空公司的市场份额。在这样的背景下，中方有增加运力以及其他政策自由化的愿望，但此时对方不一定有这样的愿望。因而，从另一个角度看，就是缺乏前瞻性的眼光，没有提前为自己争取到更多的发展空间。
